In December of the previous year, more than a dozen different mutations of the virus were circulating in Wuhan. The historically first patient, identified by China on December 8, 2019, has no history of travel, which means he must have gotten infected right in the city. As of December 2019, almost 200 cases had reportedly been backtracked. The WHO would like to get their hands on thousands of blood samples from the city, which China has not yet allowed them to examine.

The government promised to pass a new pandemic law in exchange, which should replace the state of emergency at the end of February.
