Digital construction management has been given a "bypass". Real digitalization is far beyond the electoral horizon

Problems with the digitization of building administration culminated in a government crisis and the departure of Pirate Party representatives from executive positions in early autumn of last year. While complications with the new digital system launched at the beginning of summer and not reaching full functionality in September were the reason for the dismissal of the Minister for Local Development Ivan Bartoš, the new system is expected to function sometime in 2028, until then a "bypass" between the old and new digital system will operate.

The new digital construction management system under the auspices of the former minister and chairman of the Pirates, Ivan Bartoš, was not supposed to be more complicated than the old digital environment, which did not fully reflect the change in construction law. At least this is how the Ministry for Regional Development (MMR) reported it itself.

But the system did not reach full functionality, which, due to complications with the public procurement for its preparation, was not even possible. The situation resulted in the unexpected dismissal of Minister Bartoš, who just shortly before resigned his position as party chairman after a failure in the regional elections.

Authorities were informed about the bypass

Paradoxically, the prompt statement of the Minister of Transport Martin Kupka (ODS), who announced that the digitization prepared by Bartoš would not be further developed and citizens would have to wait for the new system until 2028, far beyond the horizon of this year's autumn elections, seemed strange. The three-month non-functionality caused a shock in the governing coalition.

The new Minister at the MMR Petr Kulhánek (STAN) however, rejected the disposal of a partly functional system, arguing that the solution to the situation should be a technological "bypass" between the old and the new system. This has been put into operation half a year after the announcement of this intention.

In a survey by the MMR among building authorities, 58% of respondents stated that the labor intensity of agenda management has decreased thanks to the bypass. The connection was being prepared in waves, and some employees of the building authorities were able to respond after the application in the previous wave.

"The problems mainly arise from the connection to variously set local registry services - this required a special approach by the supplier almost to every single office. We have set up an online group in which they can ask questions about connection and bypass usage - in 90% of cases, they get an answer the same day,"

explained the head director of the IT section at MMR Eva Pavlíková.

Unfortunately, it is still a temporary solution

However, 42% of respondents reported no change in the possibilities afforded by the bypass, and 21% rated the comfort of working with the new solution as poor., only a quarter of queried offices responded to the survey.

"I would like to thank all the building offices for their patience. I appreciate their feedback with the use of the bypass and recommendations for further adjustments and improvements. We try to take them into account and cater where possible. Unfortunately, this is still only a temporary solution until we have new systems primarily based on user needs,"

The Minister for Local Development, Petr Kulhánek, stated.

The technological bypass represents an alternative for using data interfaces connecting older local building authority systems with new ones, which were launched in July last year. Its use is voluntary, therefore organizations can choose in which application they will conduct management.

At the same time, thanks to the connection of local agenda systems with the central repository, the state will have access to data from the construction management. The Ministry for Local Development is further preparing the technical assignment of a new solution for the digitalization of construction management. According to current information from MMR, it still holds that it should be operational after the end of the transition period no later than the beginning of 2028. However, the government emerging from the elections, the date of which President Petr Pavel has not yet announced, but according to law must take place in the fall of this year, will already be dealing with this.
